Violation: THE INITIAL BUNKER CHLORINATION MANUAL TEST REGISTERED 1.55 PPM, WHILE THE ANALYZER DEVICE READ 2.23 PPM. A TEST AT POTABLE WATER TANK #8 REGISTERED 1.72 PPM(THIS TANK WAS FULL AT THE TIME OF THE TEST AND WAS THE FIRST TANK FILLED). LATER TESTS OF THE BUNKERING CHLORINATION TO TANKS 2 AND 6 REGISTERED 2.6 PPM AT THE ANALYZER, BUT THE MANUAL MEASURE WAS 1.84 PPM. A FINAL MEASURE 20 MINUTES LATER REGISTERED 3.93 AT THE ANALYZER AND 3.78 PPM ON THE MANUAL DEVICE. A SIGNIFICANT DIFFERENCE IN THE VALUES DISPLAYED ON THE INSPECTOR'S TEST KIT VERSUS TWO SEPARATE KITS USED BY THE SHIP STAFF. ALL ANALYZER MONITORING AND PUMP CONTROLLERS USED FOR THE POTABLE WATER BUNKERING AND DISTRIBUTION NETWORK WERE CALIBRATED WITH THESE TEST KITS. WHEN ALL THE KITS WERE CHECKED AGAINST THE SECONDARY STANDARDS KIT HELD ONBOARD FROM THE EQUIPMENT MANUFACTURER, THE INSPECTOR'S KIT WAS ACCURATE TO THOSE STANDARDS, WHILE THE VARIOUS KITS USED BY THE ENGINEERING STAFF WERE NOT ACCURATE TO THE STANDARDS AS WRITTEN ON THE KIT SPECIFICATION LABEL. THE READINGS FOR THE SPECIFICATION LABEL WERE 0.18, 0.80, AND 1.50 PPM AND THE TWO DEVICES USED ON THE SHIP GAVE CORRESPONDING READINGS OF 0.5, 2.0, AND 3.9 PPM FOR THE SAME 3 STANDARDS.
Recommendation: Ensure that potable water is continuously halogenated to at least 2.0 mg/L (ppm) free residual halogen at the time of bunkering or production with an automatic halogenation device.
Site: Potable Water-POTABLE WATER DISTRIBUTION
Violation: MANUAL COMPARISON MEASURES WERE MADE OF THE 4 FORWARD AND AFT POTABLE WATER DISTRIBUTION HOT AND COLD WATER RETURN ANALYZER RECORDERS REPRESENTING THE FAR POINT. ONLY THE FORWARD COLD RETURN ANALYZER WAS NOT IN ACCURATE CALIBRATION. THE ANALYZER DISPLAYED 0.88 PPM, WHILE THE MANUAL MEASURE WAS 1.45 PPM ON THE INSPECTORS DEVICE AND 1.7 PPM ON THE SHIP'S DEVICE. THIS UNIT WAS RECALIBRATED IMMEDIATELY.
Recommendation: Ensure that the free residual halogen measured by the halogen analyzer is ±0.2 mg/L (ppm) of the free residual halogen measured by the manual test.
Site: Potable Water-MANUAL TEST KIT FOR CHLORINE
Violation: THERE WERE SYSTEMIC PROBLEMS IN BOTH CALIBRATION OF HALOGEN ANALYZERS CONTROLLING POTABLE WATER BUNKER CHLORINATION, DISTRIBUTION SYSTEM MONITORING ANALYZERS, AND POOL/WHIRLPOOL SPA HALOGEN ANALYZER CONTROLLERS WHICH ALL RELATED TO THE ELECTRONIC COLORIMETERS USED FOR SETTING CALIBRATION OF THESE DEVICES. AN INCORRECT SET OF SECONDARY STANDARD SOLUTIONS WAS USED TO CHECK THE COLORIMETERS, AND THE ACTUAL FREE CHLORINE CONCENTRATIONS DOCUMENTED ON THE STANDARD PACKAGING WAS NOT RECOGNIZED. STAFF ONBOARD PERMANENTLY MARKED EACH STANDARD SOLUTION BOTTLE WITH A CHLORINE CONCENTRATION OVER 2 TIMES THAT GIVEN BY THE STANDARD MANUFACTURER. ADDITIONALLY, MANY OF THE MEASURES THIS KIT IS USED FOR WERE AT OR BELOW 2 PPM, AND THE INSTRUCTIONS FOR THIS KIT INDICATE THAT ANOTHER DEVICE SHOULD BE USED AT CONCENTRATIONS BELOW 2 PPM. IN COMPARISON WITH THE INSPECTORS KIT, WHICH WAS VERIFIED TO BE ACCURATE USING THE SECONDARY STANDARDS, THE ONBOARD KIT HAD MUCH HIGHER READINGS IN MANY CASES, AND THE ANALYZER CONTROLLER DEVICES LISTED ABOVE HAD MUCH HIGHER READINGS DISPLAYED THAN WHAT WERE FOUND WHEN MEASURED WITH THE INSPECTORS KIT.
Recommendation: Ensure that the manual test kit used for calibrating electronic analyzers which control chemical dosing pumps for chlorine residuals and those which simply monitor the halogen residuals in potable water, pools, and spas provides accurate readings at concentrations between 0.1 ppm and 2 ppm. Ensure that those manual test kits used can be compared to a secondary standard which matches the device and that only the values provided by the manufacturer are used in that comparison.

Site: Swimming Pool-SPA POOL - DECK 6
Violation: A HOSE CONNECTION WAS NOTED IN A TECHNICAL CABINET INSIDE THE SPA AREA POOL DECK. STAFF STATED THAT THIS WAS A SALTWATER TAP AND IT WAS THOUGHT TO HAVE COME FROM A SALTWATER SUPPLY LINE FEEDING THE TOILET SYSTEM ONBOARD. AS THIS HOSE IS USED TO TOP OFF WATER IN THE POOL, IT IS NECESSARY TO TRACE THIS WATER LINE AND ENSURE THERE IS NO UPSTREAM WATER CONNECTION NEAR A TOILET CROSS-CONNECTED TO THIS DECK TAP WHICH COULD CONTAMINATE THE POOL.
Recommendation: Verify all points of origin thru the termination point of the seawater deck tap at the spa pool, and ensure that there are no unprotected cross-connections from the next upstream and next downstream points at a minimum.
Site: Swimming Pool-SPA POOL - DECK 6
Violation: THE SPA AREA POOL ON DECK 6 MEETS THE 2005 VSP OPERATIONS MANUAL DEFINITION OF A SPA POOL. THE POOL IS SUPPLIED WITH SEAWATER ONLY AND ONBOARD RECORDS REFLECT BROMINE RESIDUALS BETWEEN 4-10 PPM CONSISTENTLY. A TEST MADE DURING THE OPERATION OF THE POOL TODAY REVEALED A BROMINE RESIDUAL VALUE OF ONLY 1.35 PPM. THIS IS A REPEAT VIOLATION FROM THE SEPTEMBER 2005 VSP INSPECTION.
Recommendation: 6.4.2.1.1 The spa pool halogen shall be maintained according to whirlpool spa standards provided in 6.3.1.1.1-6.4.1.3.1. Maintain a free chlorine residual of greater than or equal to 3.0 mg/L (ppm) or a free residual bromine of greater than or equal to 4.0 mg/L (ppm).

Violation: THE AFT POOL WAS OPEN FOR USE AND ONE BATHER ENTERED DURING A MANUAL TEST FOR BROMINE RESIDUAL. THE MANUAL TESTS REGISTERED 0.54 AND 0.34 PPM RESPECTIVELY. THE POOL WAS CLOSED WHILE THE BROMINE CONCENTRATION WAS INCREASED.
Recommendation: Ensure that bathers are not allowed to use the pool before a free residual halogen of 1.0 mg/L (ppm) is achieved.
Site: Buffet-LIDO - COFFEE STATION
Violation: THE TWO 2 LITER MILK PITCHERS AND THE COFFEE MACHINE MILK REFRIGERATOR WAS SAID TO BE ON TIME ONLY AS A PUBLIC HEALTH CONTROL, BUT THE POSTED TIME CONTROL PLAN WAS FOR THE COLD LARDER AND DIDN'T INCLUDE MILK. ADDITIONALLY, THE LOG FOR THE TIME CONTROL FOR MILK LISTED TODAY'S START TIME AS 0800, BUT THE SERVICE ACTUALLY BEGAN AT 0600.

Violation: TRAYS OF SANDWICHES AND BAKERY PRODUCTS WHICH WERE POTENTIALLY HAZARDOUS WERE SAID TO BE ON TIME AS A PUBLIC HEALTH CONTROL FOR THE AFTERNOON TEA, BUT THERE WAS NO MENTION OF THE PRODUCTS OR SERVICE ON THE LIDO GALLEY TIME AS A CONTROL PLAN AND NO SEPARATE PLAN FOR THAT SERVICE AVAILABLE IN THE AREA.
Recommendation: Write an addition to the existing time control plan or provide a specific plan for the Lido Galley which addresses each of the service periods and identifies potentially hazardous foods involved.

Violation: BAGS OF HASH BROWN POTATOES WERE STORED UNDER THE CONDENSER UNIT IN WALK-IN REFRIGERATOR UNIT #R022. THE BAGS WERE IN CONTACT WITH ICE POOLED IN THE LEFT CORNER OF THE SHELF IN WHICH IT WAS STORED. IT APPEARED THAT THE SOURCE OF THE WATER WAS FROM THE CONDENSER VICE WATER WHICH MIGHT HAVE DRAINED FROMTHE BAGS, SINCE THERE WAS A LARGE AMOUNT OF POOLED ICE. THERE WAS NO ACTIVE DRIPPING OF WATER OBSERVED FROM THE CONDENSER UNIT AT THE TIME OF THE INSPECTION.
Recommendation: Protect foods in storage, and do not store foods beneath condensers if there is any leaking water from either the condenser or the drain pan/piping below.
Site: Galley-MAIN GALLEY - CORONIA - MAIN BAR
Violation: THE LOWER SHELVING IN THE CENTER OF THE AREA THAT HELD THE BEVERAGES WAS LESS THAN SIX INCHES ABOVE THE DECK.
Recommendation: Ensure that food is protected from contamination by storing the food: (1) In a clean, dry location; (2) Where it is not exposed to splash, dust, or other contamination; and (3) At least 15 centimeters (6 inches) above the deck.

Recommendation: 9.1.1.1.3 Public toilet facilities shall be equipped so that persons exiting the toilet room are not required to handle the door wiwth bare hands. This may be accomplished by methods such as locating paper towel dispensers at sinks and waste containers near the room door, installing mechanically operated doors, door removal, or other effective means.
