While onboard a cruise from Los Angeles to Mexico, over 50 passengers became ill with the Norovirus.

The CDC in Atlanta determined that passengers contracted Norovirus.

One passenger vomited so extremely, they tore their esophagus  and bled to death, while onboard.

This death occured while The American Medical Association was meeting and calling for standards to be set for medical care on cruise ships.

In their meeting in July 1996, the House of Delegates of the association adopted a resolution calling for Federal legislation or an international treaty to establish standards for medical care for passengers aboard cruise ships entering or leaving United States ports.

Richard Prager, a Florida doctor whose father died of cardiac arrest while on a cruise in 1993, helped write the A.M.A. resolution

At that time, the U. S. Coast Guard back up the Cruise Industy, saying the industry was very safe.

The cruise industry opposed the adoption of ship-board medical standards as unnecessary and intrusive. The International Council of Cruise Lines has insisted that cruise ships are not intended to be "floating hospitals."
