When I opened my mail this week, I was surprised to receive a document in my hands. It was shocking not only that the document was leaked by accident, but that it had found it's way to my desk.  It outlined a game plan for an attack on the American people, with the help of high ranking government officials, from the White House right to the U.S. Military, Department Of Defense.

The document titled, Cruise Line International Association [CLIA] Proposal For Reputation Management And Outreach Program, June 26, 2008, according to my source, was distributed in error to one person, and ultimately ended up in my hands. The entire document is typed on the letter head of John Adams Associates, who appears to be working for CLIA on a contract to "Manage" the cruise industry "Reputation".

John Adams Associates is a "A full service, independent public affairs and issues management firm located in Washington, DC.", according to their website.

If you are looking for a conspiracy theory here, that leads right into the top levels of government, you have found it. John Adams senior staff have held high-level positions in government, corporations, trade associations and the media, including in the Executive Office of the President, White House Press Office, White House Council on Environmental Quality, National Oceanic and Atmospheric Administration, (NOAA), Environmental Protection Agency (EPA), National Institutes of Health, the Senate and the House of Representatives.

The Mission Coordinators

John Adams
President of John Adams Associates and founding chairman of The WORLDCOM Group.  He was formerly a director of public affairs in the Executive Office of the President, a network news and documentary writer for ABC and CBS. The WORLDCOM Group is the largest international network of public relations and public affairs firms in the world.

Ann Crampton
Vice president of John Adams Associates on behalf of the White House, she managed all media and Congressional coordination for Lech Walesa's visit to the United States.

Robert Cuthriell
John Adams Associates Vice president Robert Cuthriell served in a senior staff position with the U.S. House of Representatives, where he was Chief of the House Legislative Resource Center. He is an obvious House Of Representative insider.

John Fogarty
Senior consultant John Fogarty is a longtime member of Washington's political press corps, a former President of the National Press Club and of the US Senate Press Secretaries Association. His connections go right in the front door of every major media outlet as well as the Senate.

Francie Israeli
Francie Israeli worked in Newsweek's publicity department in New York. She has an insider track to this major media outlet.

Jack Lacovy
Senior consultant Jack LaCovey was a broadcast journalist who served in the White House Press Office under President Ford and traveled extensively with President Reagan supporting the press needs of the traveling White House. He served for eight years as director of public affairs for the nation's leading air and ocean scientific agency, the National Oceanic and Atmospheric Administration. When it comes to spinning the environment, he is an old pro.

The Mission

Now, knowing all this, it is not hard to believe that information in the document I received, as outlined below,  is not only valid, it is a valid threat against the American people, their safety on the high seas and the environment.

The document is a plan of attack for making the public think the cruise industry is a knight in white shining armor and for getting favorable treatment from high ranking U.S. officials.

As I read through the document, one particular section jumped out at me. It appears the industry is going to be bribing certain people with "perks" to act as CLIA agents, all with the help of the White House, the U.S. Department Of Defense, the U.S. State Department, key U.S. Senators and "Top Administration Officials".

These agents will attend dinners with key senators in order to secretly lobby for the industry, while they work to accomplish their hidden agenda to promote the cruise industry. The mission is outlined in the document, and even specifies that a guide to accomplishing the mission will be given to each "Ambassador". All this is under the guise of being objective private citizens. They will be fed catch phrases and coined industry spin in an effort to present the ideology that the cruise industry can do no wrong, a friend of the American people.

It is worthy to note at this point, that by having a couple hundred agents, none of whom are officially on the CLIA payroll, they can skirt required registration as lobbyists, by keeping the value of those "perks" low, below reportable levels.

It is also interesting to note, that in theory, once an Ambassador has dined with a Senator or Congress Representative, having made contact in a social setting and shaking hands,  they could quite easily contribute to those political campaigns, without being tied to lobby contributions on paper. Privately, the contributions could be recognized as originating from CLIA supporters, for a CLIA agenda.

This is not to say they would, but they COULD, and nobody would be the wiser. It would be an under the table way of piling up over $460,000 in political contributions to any one candidate for each single contribution or nearly $1 Million total for  married contributions if in fact CLIA lured in the two hundred "Ambassadors" the John Adams Associates document describes. There is some powerful motivation to work against any legislation to regulate the industry.

For example, in Massachusetts, you must register as a lobbyist if you are paid more than $5000 for your services. By not registering as a lobbyist, the entire operation can be done covertly, without any official records pointing to the fact that CLIA has just contracted with hundreds of lobbyists with no paper trail to define them as such.

If they do a good job, according to the document,  they will get "rewards", "incentives" and "awards", though it appears they will not officially be paid so there can be no direct link from CLIA and the industry, to top government officials, military, not-for-profits, the media and publicly held, as well as privately operated businesses.
These dinners with "top Administration officials" is not listed as a possibility. Instead, more of a fact. This links John Adams Associates and CLIA directly with top government officials. If they weren't, it would have been posed as a potential line of attack, not something that was a given,  simply taken for granted.
